Our agrarian reform program limits farm sizes to uneconomical levels, making it impossible for our farmers to earn enough to get themselves out of poverty. The Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA), in partnership with SyCip Gorres Velayo & Co. (SGV), was tapped by the Asian Development Bank (ADB) to formulate the National Agriculture and Fishery Modernization and Industrialization Plan (NAFMIP) 2021-2030, the 10-year directional plan of the Department of Agriculture (DA). The NAFMIP 2021-2030 was presented and launched publicly during the 2022 National Farmers and Fisherfolks’ Month held last May 16 with former Agriculture Secretary William Dar leading the ceremonial acceptance of the plan by agri-fishery stakeholders. The Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) and the Department of Education (DepEd) signed a Memorandum of Understanding (MOU) for institutional cooperation on 29 June 2022 with Dr. Glenn B. Gregorio, SEARCA Director, and Dr. Leonor Magtolis Briones, who was the DepEd Secretary at the time, as signatories. They agreed to collaborate on joint research, capacity building activities, and knowledge and information exchange to benefit both learners and educators in the country. អង្គការសន្ធិសញ្ញាអន្តររដ្ឋាភិបាលក្នុងការសិក្សាថ្នាក់បរិញ្ញាបត្រ និងស្រាវជ្រាវផ្នែកកសិកម្មបន្តសហការជាមួយសាកលវិទ្យាល័យដែលមានមូលដ្ឋានក្នុងប្រទេសកម្ពុជាក្នុងការអភិវឌ្ឍន៍ប្រព័ន្ធធានាគុណភាពផ្ទៃក្នុង (Internal Quality Assurance) ដែលធ្វើឡើងតាមរយៈសិក្ខាសាលាអនឡាញចំនួន ១០ ។ រវាងមជ្ឈមណ្ឌលថ្នាក់តំបន់អាស៊ីអាគ្នេយ៍ដែលរៀបចំដោយរដ្ឋាភិបាលហ្វីលីពីនសម្រាប់ការសិក្សា និងស្រាវជ្រាវផ្នែកកសិកម្ម (SEARCA) និងសាកលវិទ្យាល័យភូមិន្ទកសិកម្ម (RUA) នៅកម្ពុជា កិច្ចព្រមព្រៀងភាពជាដៃគូគឺដើម្បីបង្កើតកិច្ចសហប្រតិបត្តិការបច្ចេកទេសទូលំទូលាយសម្រាប់ការអភិវឌ្ឍការបណ្តុះបណ្តាល IQA  សម្រាប់កម្មវិធីសាកលវិទ្យាល័យភូមិន្ទកសិកម្ម។ គម្រោង SEARCA-RUA IQA នេះត្រូវបានផ្តល់មូលនិធិដោយគម្រោងកែលម្អឧត្តមសិក្សានៃក្រសួងអប់រំ យុវជន និងកីឡារបស់កម្ពុជា ដែលដឹកនាំដោយនាយកដ្ឋានអប់រំ និងសិក្សាសមូហភាពរបស់មជ្ឈមណ្ឌល ជាមួយនឹងអង្គភាពប្រព័ន្ធព័ត៌មានគ្រប់គ្រង ដែលជួយក្នុងការរៀបចំសិក្ខាសាលាតាមអនឡាញ។ លោកសាស្រ្តាចារ្យ Dr. Rhea Gumasing នៃសាកលវិទ្យាល័យហ្វីលីពីន Los Baños (UPLB)វិទ្យាស្ថានសម្រាប់អភិបាលកិច្ច និងអភិវឌ្ឍន៍ជនបទនៃដេប៉ាតឺម៉ង់កិច្ចការសាធារណៈ និងអភិវឌ្ឍន៍ ជាអ្នកជំនាញ IQA សម្រាប់គម្រោងនេះ។ យោងតាម ​​SEARCA កិច្ចព្រមព្រៀងភាពជាដៃគូបានចាប់ផ្តើមនៅក្នុងខែកញ្ញា ឆ្នាំ២០២០  ដែលរួមបញ្ចូលជំនួយរបស់ខ្លួនក្នុងការផ្តល់ជំនួយបច្ចេកទេសសម្រាប់ប្រព័ន្ធ IQA របស់សកលវិទ្យាល័យភូមិន្ទកសិកម្ម។ ទាំងនេះរួមបញ្ចូលការរៀបចំនៃយុទ្ធសាស្រ្ត IQA និងស្តង់ដារសម្រាប់សកលវិទ្យាល័យភូមិន្ទកសិកម្ម និងការអភិវឌ្ឍន៍សៀវភៅដៃ IQA ។ ការអភិវឌ្ឍន៍ និងការផ្សព្វផ្សាយរបាយការណ៍វាយតម្លៃខ្លួនឯង (SAR) ការរៀបចំរបាយការណ៍ SAR ជាក់ស្តែងសម្រាប់ដាក់ជូនគណៈកម្មាធិការទទួលស្គាល់កម្ពុជា (ACC) និងកម្មវិធីត្រួតពិនិត្យ។ SEARCA បាននិយាយថាសកម្មភាពគម្រោងត្រូវតែរៀបចំឡើងវិញ ដោយផ្ទាល់ និងតាប្រព័ន្ធអនឡាញដោយសារតែជំងឺរាតត្បាតកូវីដ-១៩ ។ លោកវេជ្ជបណ្ឌិត Nova Ramos ប្រធាន SEARCA សម្រាប់ការបណ្តុះបណ្តាល និងអភិវឌ្ឍន៍ ឬ T4DU បាននិយាយថា សិក្ខាសាលាអនឡាញលើកដំបូងដល់លើកទីបីស្តីពីការអភិវឌ្ឍន៍ប្រព័ន្ធរបាយការណ៍សិស្សនៃមហាវិទ្យាល័យបសុពេទ្យ និងមហាវិទ្យាល័យភូមិន្ទកសិឧស្សាហកម្ម បានផ្តោតលើការផ្តល់នូវការយល់ដឹងរួមអំពី IQA នៃសាកលវិទ្យាល័យ ក្រោមក្របខ័ណ្ឌសម្រាប់ការវាយតម្លៃ QA គំរូ QA នៅកម្រិតកម្មវិធី បណ្តាញសាកលវិទ្យាល័យអាស៊ាន (AUN)-QA គំរូ និងប្រព័ន្ធដាក់ពិន្ទុ និងការរៀបចំរបាយការណ៍សិស្ស ។ លោក Ramos បានបន្តថាលទ្ធផលនៃសិក្ខាសាលាបីដំបូងរួមមានការយល់ដឹងកាន់តែប្រសើរឡើងនៃដំណើរការចូលរួមនិង IQA បន្ថែមថាសេចក្តីព្រាង SARs នៃមហាវិទ្យាល័យទាំងពីរត្រូវបានដាក់ជូនមហាវិទ្យាល័យភូមិន្ទកសិឧស្សាហកម្ម ទៅក្រុមប្រឹក្សាភិបាលរបស់ពួកគេ។… Read more

An inter-government treaty organization in graduate study and research in agriculture continues to collaborate with a Cambodia-based university in the development of an internal quality assurance (IQA) system conducted in 10 online workshops. Between the Philippine government-hosted Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) and the Royal University of Agriculture (RUA) in Cambodia, the partnership agreement is to establish broad-based technical cooperation for the development of an IQA mentoring program for RUA. THE town of Los Baños in Laguna province will be the site of a two-country study on coping strategies to ensure food security among urban households during the Covid-19 pandemic. The study is jointly implemented by the Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) and its Indonesia-based sister centers under the Southeast Asian Ministers of Education Organization (Seameo). THE Philippine government-hosted Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) has organized a three-day training workshop on vegetable production at Salvacion National High School, Busuanga town in Palawan province.
