Strengthening private sector engagement is critical to advancing ASEAN food security, resilient agricultural value chains, and inclusive rural development. This policy brief presents the ASEAN Food Security Policy Framework, which outlines four pathways for private sector action: productivity and innovation, market access, value-chain strengthening, and finance and technology. It identifies five policy priorities advanced through Public–Private–Producer–People Partnerships (5Ps), including stronger smallholder inclusion, predictable regional markets, blended finance for rural infrastructure, climate resilience, and responsible investment. The brief also proposes a phased implementation roadmap and accountability mechanisms to guide coordinated national and regional action toward more inclusive, sustainable, and resilient food systems in Southeast Asia.
