Evaluation of the Rice Competitiveness Enhancement Fund-Rice Extension Services Program (RCEF-RESP) 2019-2024
Evaluation Objectives
The study aims to evaluate the efficiency and effectiveness of the implementation of the RCEF-RESP. The key evaluation questions below shall serve as a guiding approach for the evaluation process.
- Assess the extent to which the RCEF-RESP is achieving its intended outcomes based on the log frame.
- Evaluate the cost-effectiveness of the RCEF-RESP and determine if the program is a worthwhile investment.
- Assess the sustainability of the RCEF-RESP program to ensure its long-term viability and continuous impact on rice farmers.
- Provide recommendations for enhancing the implementation and effectiveness of the RCEF- RESP.
Scope of Services and Methodology
The study will cover the RCEF-RESP beneficiaries of the following components:
- Training (Specialists' Training Programs, Training of Trainers (ToT), Training for Farmers, Seed Growers, Farm Machinery Operators, and Other Beneficiaries Sustainability of Training Programs)
- Strategic Communication Services (IEC Materials, Information Caravan/Roadshow, Information Campaign/Drive, School-on-Air, Knowledge Sharing and Learning)
- Enterprise Development Assistance
- Development of Farm Schools
- Scholarship Program (Farm Field School and Rice Machinery Operations; Drying and Milling Plant Servicing and Small Engine Servicing)
