Data Collection Services in Cordillera Administrative Region of Luzon, Philippines for the Impact Assessment of the Second Cordillera Highland Agricultural

The main objective of the project is to provide details to a suitable and qualified data collection organization or firm, on the requirements and responsibilities for gathering high-quality quantitative data at the household and barangay levels, for use in carrying out an Impact Assessment (IA) of the CHARMP2 project in the Philippines, as better specified below:

IFAD, through the Research and Impact Assessment Division (RIA), will coordinate the said data collection organization to ensure that quality data are collected at both household and barangay level for the IA of the CHARMP2 project.

The quantitative data will be collected from a sample of beneficiaries of CHARMP2, i.e. those that participated in the project, as well as from comparison households and barangays that did not participate to the project. This is to enable an ex post IA that uses propensity score matching techniques. In total, 94 barangays will be included in the study, 47 for the beneficiaries and 47 for the non-beneficiary comparison barangays. At the household level, the planned sample size is 2,068 households (1,034 beneficiaries and 1,034 comparison non-beneficiaries). Given that the project was initially implemented in 170 barangays between 2009 and 2015, followed by 18 barangays in 2018-2020, the data will be collected to cover both phases of the project, with the majority of barangays coming from the initial phase.
