Conduct of Combined Endline and Baseline Evaluation Study for the Department of Agriculture – Philippine Rural Development Project (DA-PRDP) Assessing the Original Loan (OL), First Additional Financing (AF1) and Second Additional Financing (AF2) and Establishing Baseline for PRDP SCALE-UP

The endline evaluation will assess the performance of the PRDP components financed under the Original Loan (OL), Additional Financing 1 (AF1), Additional Financing 2 (AF2), and the GEF. The evaluation results are intended to inform the SU initiative as well as the formulation and implementation of similar future projects.

The evaluation results, especially on the conditions of the households (HH), groups, and communities covered by the project will also constitute the baseline against which the design and performance of the SU can be gauged. This is crucial in profiling pre-project contexts such as socio-economic conditions, infrastructure, market access, and environmental settings.

Through this dual approach, the evaluation will provide the project’s stakeholders, funders, implementers, and government agencies with valuable insights into PRDP’s implementation, achievements, challenges, and sustainability prospects. It will set a clear understanding of the foundations of PRDP and help refine PRDP SU interventions. It will also validate the Project's Completion Report (PCR) and inform the World Bank’s Implementation Completion Results Report (ICRR).

This evaluation study is being conducted at a critical period—near the completion of the OL, AF1, and AF2, and the initiation of the SU—to facilitate a seamless transition and offer valuable insights for evidence-based decision making, strategic planning, and sustainability of future rural development projects.
