Baseline and Endline Evaluation using LandScale Framework for the Strategic Alliance for Sustainable Coconut Production (STA Coco) in Southern Leyte

The main objective of the services is to conduct a LandScale assessment in the seven (7) municipalities of Southern Leyte. The assessment will also serve as the project baseline that enables the measurement of progress and achievements as per the project indicator. One of the indicators is about sourcing a Coconut Oil (CNO) from a LandScale verified region. LandScale looks holistically into four pillars namely: ecosystem, production, human well-being, and governance. Each of these pillars have indicators which are recommended to be measured as appropriate/relevant to the landscape region. Claims for the outsourcing of the CNO from LandScale verified region could be facilitated using the following guidance:

  • Requirements for Assessment
  • Investment Claims - Landscape investment claims are made after actions or investments have been planned and initiated but before the predicted landscapelevel sustainability results have been achieved.
  • Impact Claims - Impact claims may be made only following the achievement of landscape-level sustainability improvements and their documentation and validation via the LandScale assessment process.

The Terms of Reference serve as a guiding document for a team of consultants to conduct the assessment. The following summarizes the activities that will be facilitated along with its objectives.

  • 2021 (Baseline/LandScale Assessment): Measure the baseline status of the targeted landscape (looking at the LandScale key pillars) along with the target coconut farmers using the LandScale framework.
  • 2025 (Endline/LandScale Verification): A lean endline assessment will be conducted in Southern Leyte. This will only cover gathering and analysis of the data on various indicators and metrics for the ecosystem, human well-being, production and governance pillars, and report generation.

In addition to Southern Leyte, A full endline assessment will be carried out for Project Region 1 (South Cotabato & Sarangani). This will entail performing all the steps of the LandScale Assessment Framework, except for pre-work and boundary selection which have fully been completed during the baseline assessment. The endline assessment will cover gathering and analysis of the data on various indicators and metrics for the ecosystem, human well-being, production and governance pillars; LandScale validation and review; and report generation following the land LandScale platform.
