NAGTULUNGAN ang Technical Education and Skills Development Authority (TESDA) at ang Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA), upang palakasin ang mga magsasaka at iba pang nagtatrabaho sa agrikultura sa pamamagitan ng mga pagsasanay sa pagpapaunlad ng kakayahan at galing sa pagsasaka.
Nagsagawa ang TESDA at SEARCA ng "Regional Workshop on Competency Certification for Agricultural Workers in Southeast Asia" sa opisina ng SEARCA sa Los Baños, Laguna noong Mayo 9-10.
Ang unang aktibidad sa ilalim ng dalawang ahensiya ay ang dalawang araw na agricultural workshop na naglalayong patatagin at isulong ang competency certification system para sa mga magsasaka.
"TESDA saw it as an opportunity for the Philippines to take the lead in efforts to push for the development of competency standards for agricultural workers in the region, and to initially foster mutual recognition among neighboring countries," pahayag ni SEARCA Director Gil Saguiguit, Jr. nitong Huwebes.
Sa naging pagsasanay, nilikom ang mga rekomendasyon kung paano maitataguyod ang pagkilala sa kakayahan ng mga nagtatrabaho sa sektor ng agrikultura. Ang mga rekomendasyon ay ipepresenta naman sa darating na 4th High Officials Meeting on Southeast Asia Technical and Vocational Education and Training (TVET), na pamamahalaan ng TESDA sa Setyembre 4-5.
Sa isang panayam kay Bernie Justimbaste, na TVET Expert of the SEARCA project, "Towards Development of Competency Standards for Agricultural Workers in Southeast Asia", ibinahagi nito ang kahalagahan ng pagkakaroon ng sertipikasyon para sa mga magsasaka.
"Traditionally, farmers develop their skills and knowledge largely through informal ways. But the formal education sector issues diplomas or certifications, which the employers value because these are used as tools to hire and select in more effective and efficient ways," paliwanag niya.
Dagdag pa ni Justimbaste, habang hindi binibigyang-pansin ng mga magsasaka ang sertipikasyon at pagiging kuwalipikado, mabilis na nagbabago ang labor market sa ekonomiya ng ASEAN.
"The young ones will seek higher paying jobs outside agriculture, and the older farmers have to continue to learn and acquire knowledge and skills. So they need alternative pathways to lifelong learning and this is where the value of certification comes in," ipinunto ni Justimbaste.
Ipinagdiinan din ni Justimbaste na ang sertipikasyon ng kakayahan ay kikilala sa kaalaman at kakayahan na nakuha ng isang magsasaka mula sa impormal at pormal na paraan.
"Thus, certification will help avoid unnecessary duplication of training, while it will also encourage farmers to upgrade their skills or knowledge," diin niya.
Sinabi naman ni Saguiguit na ang workshop ay nabuo matapos isulong ng SEARCA ang competency study/proposal nito sa SEA-TVET High Officials Meeting sa Kuala Lumpur noong Mayo 2017.
Iniugnay niya na sa ginanap na pagpupulong ng SEARCA kasama si Senator Cynthia Villar noong Miyerkules, iminungkahi ng senadora na kailangan magtulungan ng SEARCA, TESDA, at ng University of the Philippines sa Los Baños (UPLB) upang palakasin ang mga magsasaka.
"Farmers can increase their productivity and income if we will teach them about new technologies, sustainable farming practices, and if they will have access to the results of agricultural research and development," ani Saguiguit.
"(Base sa suhestiyon ni Senator Villar), UPLB experts will be given professorial chairs to develop the modules that can cater to the leading commodities or crops grown in specific geographic areas, such as coffee in Cavite, cacao in Davao, etc.," ayon kay Saguiguit. "Now, who will teach about the content of these modules? There must be a ‘training of trainers' program."
