SEARCA (Southeast Asian Regional Center for Graduate Study and Research in Agriculture) has announced full scholarships for master's and doctoral degrees in the 2027-2028 academic year to highly qualified candidates from SEAMEO member countries, including Cambodia.
This program provides scholarship recipients with the opportunity to pursue advanced studies in priority areas that align with SEARCA's mission to promote innovation and sustainable development in the region.
Eligibility
- Open to citizens of SEAMEO member countries who are full-time employees of academic or research institutions or government agencies.
- Candidates must not be more than 40 years old for Master's degree and 45 years old for Doctoral degree at the time of application.
- The specialization chosen by the candidate must be relevant to the promotion and development of agriculture and rural areas.

- Allowance for food, accommodation and other expenses
University of Study: Candidates can choose to study at the following universities located in Southeast Asia, including:
- Bogor Agricultural Institute (IPB) Indonesia
- Gadjah Mada University (UGM) Indonesia
- Brawijaya University (UB) Indonesia
- Kasetsart University (KU) Thailand
- Putra University of Malaysia (UPM) Malaysia
- University of the Philippines Los Baños (UPLB) Philippines
Separately, other universities that are SEARCA study sites but not listed above are designated for the SEARCA joint scholarship program only, such as National Taiwan University, Sejong University, and Tokyo University of Agriculture (Tokyo-NODAI).
Application procedure
The documents to be submitted must be prepared in English and include:
1. Original or certified copy of the transcript of academic records (Transcript of Academic Records) bearing the university seal and the original signature of the registrar or university director. Master's degree candidates must submit the original or certified copy of the Bachelor's degree (BS) transcript. For doctoral candidates, submit a Bachelor's (BS) and Master's (MS) transcript.
2. Original or certified copies of graduation certificates/diplomas for all levels of study completed.
3. Employment certificates.
4. Letter of recommendation form completed by the supervising professor and employer.
5. Brief description of the research the candidate plans to conduct for the thesis/dissertation. The research topic must be consistent with the sustainable transformation of agricultural systems through innovation in Southeast Asia.
In addition, the research topic must strategically contribute to one of the following outcomes:
-Increase farmers' incomes
-Promote food security and nutrition
-Increase the resilience of agricultural systems to climate change
-Strengthen the capacity and power of farmers, farmer groups, agricultural stakeholders and their institutions
6. A certificate from a doctor stating that the applicant is in good physical and mental health and has sufficient ability to continue postgraduate studies.
7. Applicants are given priority if they have an IELTS score of 6.0 or a TOEFL iBT score of 75 taken within 2 years prior to application to prove their English language proficiency.
