CHED approves five-year roadmap to modernize Philippine agricultural higher education

LOS BAÑOS, Laguna — The Commission on Higher Education (CHED) has formally approved a comprehensive five-year roadmap aimed at transforming agricultural higher education in the Philippines, marking a major policy breakthrough in efforts to modernize the sector and develop a future-ready agri-food workforce.

The Five-Year Roadmap for Agriculture Higher Education in the Philippines was endorsed during the CHED Committee En Banc meeting on 2 February 2026, following a multi-year development process led by the Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) in partnership with Visayas State University (VSU).

A cohesive framework for reform

The roadmap presents a forward-looking vision to modernize academic programs, strengthen institutional leadership, and align agricultural education with both national development priorities and global standards. It integrates three core pillars into a unified framework: institutional strengthening, curriculum modernization, and policy innovation.

According to the document, these reforms are designed to enhance the capabilities of higher education institutions (HEIs) that offer agriculture programs, ensuring they can respond effectively to the demands of rapidly evolving agri-food systems.

Future-ready curricula and industry linkages

Central to the roadmap is the development of "future-ready curricula" that combine flexible learning modalities, interdisciplinary approaches, and innovative teaching strategies. The framework emphasizes stronger linkages between instruction, research, extension services, and industry partners.

Under the coordination of SEARCA's Project Development and Technical Services Unit, the roadmap was formally presented to CHED by Project Leader Dr. Virginia Cardenas, completing what the agency described as a vital multi-year initiative.
