SEARCA's Post-Doctoral Research Fellowship is designed to address Southeast Asia's pressing challenges in agriculture and rural development, ranging from food insecurity and climate vulnerability to inclusive innovation and policy reform. While research outputs across the region continue to grow, there remains a critical gap in translating academic knowledge into actionable solutions for smallholder farms, rural communities, and agri-based enterprises.

To bridge this gap, SEARCA is implementing a post-doctoral research program that nurtures a new generation of thought leaders capable of integrating research with development practice. Embedded within SEARCA's regional initiatives, fellows are empowered to contribute directly to evidence-based policymaking, innovation ecosystems, and capacity building efforts that advance sustainable agricultural transformation.

Joining SEARCA as a Post-Doctoral Research Fellow offers a dynamic and enriching experience that combines academic rigor with real-world impact. Fellows receive close mentorship from leading experts in agricultural economics, sustainable food systems, and policy research, receiving tailored guidance to sharpen their scholarly contributions and professional trajectory. The fellowship also provides extensive regional exposure, enabling fellows to engage directly with policymakers, practitioners, and researchers across Southeast Asia, particularly within the SEAMEO and ASEAN frameworks.

Through strategic collaboration with renowned academic and development institutions, fellows co-author high-impact reports, policy briefs, and peer-reviewed journal articles, enhancing both their academic portfolio and professional networks. The program also positions fellows to take on leadership roles in research-for-development initiatives, contributing to evidence-informed solutions that address the region's pressing challenges.

The ASEAN Partnership for Sustainable Aquaculture (AquASEAN) is a multi-country initiative to be led by the French Agricultural Research Centre for International Development (CIRAD), in coordination with SEARCA, the ASEAN Secretariat, and a network of academic institutions across Southeast Asia. The project aims to enhance the sustainability and climate resilience of aquaculture systems in the region, with a strong focus on circular economy principles, innovation ecosystems, and evidence-informed policy engagement.

The AquASEAN is structured around three interrelated components:

Component 1

Climate-Responsible Aquaculture implements pilot projects and field trials that promote circular approaches to aquaculture systems tailored to local contexts and species such as shrimp, mangroves, milkfish, and seaweed.

Component 2

Capacity Building seeks to strengthen institutional, individual, and community capacities in climate-responsible aquaculture, with targeted support for students, women and youth to foster inclusive participation and leaderships; and

Component 3

Support for Public Policies is dedicated to generating knowledge, policy tools, and strategic insights to inform and strengthen public policy frameworks across ASEAN, advancing regional cooperation and sustainability goals.

In support of Component 3, SEARCA invites applications for a one-year Post-Doctoral Research Fellowship. The selected fellow will contribute to the development of evidence-based policy recommendations, engage in regional policy discussions, and help shape an ASEAN roadmap for sustainable aquaculture—bridging research, practice, and policy for transformative impact.

Scope of Work and Responsibilities

The Post-Doctoral Fellow will play a pivotal role in supporting SEARCA’s implementation of Component 3 of the ASEAN Partnership for Sustainable Aquaculture (AquASEAN), which focuses on policy engagement and knowledge generation. Working under the supervision of SEARCA through its Research and Thought Leadership Department (RTLD) and in close coordination with CIRAD and partner institutions, the Fellow will contribute to the development of evidence-based policy insights that advance sustainable and climate-resilient aquaculture across Southeast Asia.

Key responsibilities include the following:

Characterize major aquaculture production systems across ASEAN, assessing their socio-cultural and economic performance within key aquaculture value chains to inform regional policy and investment priorities.
Analyze the impacts of climate change on aquaculture production systems and livelihoods, identifying vulnerabilities, adaptive capacities, and opportunities for resilience-building.
Evaluate the profitability and viability of climate-responsible aquaculture practices, including cost-benefit analysis, market assessment of bioconverted products, and estimation of carbon benefits from mangrove protection in pilot project sites.
Examine socio-cultural perceptions and behavioral factors influencing the acceptability and adoption of circular aquaculture practices and synthesize findings into a comprehensive baseline report to guide stakeholder engagement.
Prepare high-quality technical reports, policy briefs, and guidance notes to translate research findings into actionable recommendations for strengthening public policy frameworks across ASEAN.
Design and facilitate multi-stakeholder policy dialogue forums, engaging ASEAN decision-makers, practitioners, and researchers to promote evidence-informed collaboration and regional alignment on climate-resilient aquaculture development.

Expected Outputs

Contribute to the drafting of four synthesis reports that consolidate findings and insights on:

  • The impacts of climate change on aquaculture systems and livelihoods across ASEAN;
  • Case studies of major aquaculture production systems and associated value chain assessments;
  • Profitability analysis of climate-responsible aquaculture, including market viability of bioconverted products and carbon benefits from mangrove protection; and
  • Stakeholder perceptions and socio-cultural factors influencing the acceptance and adoption of circular aquaculture practices.

Publish at least one peer-reviewed journal article focusing on climate change impacts and the socio-economic dynamics of key aquaculture value chains in Southeast Asia

Produce at least one Policy Brief and one Policy Guidance Note to inform ASEAN-level dialogues and support evidence-based policymaking for sustainable aquaculture

Present research findings in at least one regional knowledge exchange event, contributing to multi-stakeholder dialogue and cross-country learning

Entitlements

A Post-Doctoral Research Fellow will receive:

Monthly stipend of USD 1,500 for living expenses during the fellowship

Research and professional development fund of up to USD 5,000 for data analysis tools, software, and publication fees

Visa and work permit assistance

Travel and fieldwork support, including round-trip economy airfare, local travel allowance, and field-related costs (as charged to the project)

Health and life insurance coverage for the entire fellowship period

Access to SEARCA's office space, online platforms, and administrative support

Eligibility Criteria

Applicants to the SEARCA Post-Doctoral Research Fellowship under the AquASEAN initiative must meet the following requirements:

Citizenship

Must be a national of a Southeast Asian country

Academic Qualification

Holds a PhD in Agricultural Economics, Economics, Agricultural Policy, or closely related disciplines

Graduation Timeline

Earned his/her PhD within the past five years

Research Background

Demonstrated experience in aquaculture, circular economy, or climate-smart agriculture

Scholarly Output

Proven track record of academic writing and publication in peer-reviewed journals

Regional Experience

Prior involvement in research activities within Southeast Asia is preferred
