Dr. Maria Monina Cecilia Q. Arcelo-Villena is currently at the helm of SEARCA's Knowledge Management Department. As Head, she leads the implementation of KMD's projects geared towards the promotion of a learning culture, knowledge creation, and knowledge sharing and use among key actors in agricultural and rural development (ARD) in Southeast Asia.
Dr. Villena has 26 years of work experience under her belt and specializes in public relations, public advocacy, and communication research. She is also an expert in the fields of science communication (biotechnology, climate change, and food security and nutrition), message framing, message priming, and information and communication technologies (ICTs). Dr. Villena also has a strong editorial background and is trained in market research.
Formerly the Special Projects Coordinator and Network Administrator of SEARCA's Biotechnology Information Center (BIC) from February 2014 to June 2018, Dr. Villena led BIC in presenting highly accessible and science-based information on agricultural biotechnology to different stakeholders in the Southeast Asian region. She managed the development and implementation of learning events, production of knowledge resources, access to science-based agri-biotech information, and knowledge creation projects and activities.
She likewise held several positions in the private sector, particularly at Global Sources (Ediserve Advertising & Exhibitions), from 2004 to 2012. Global Sources is one of the leading business-to-business (B2B) media companies worldwide and primarily facilitates trade with Greater China. As a senior member of the editorial department, Dr. Villena developed and implemented editorial strategies that facilitated global trade through multimedia platforms. Prior to joining the company, she served as a Communication Specialist at the Global Knowledge Center on Crop Biotechnology (KC) of the International Service for the Acquisition of Agri-Biotech Applications (ISAAA) from 2002 to 2004.
On top of her involvement in various capacities in numerous national and international conference and seminars, she has authored publications including scientific journal articles, policy briefs, discussion papers, and book chapters. She was also the recipient of the Best Poster Presentation Award for her PhD dissertation on Message Frames: Personal Constructs & Social Discourse on Genetically Modified Organisms (GMOs) Developed via Crop Biotechnology in 2016.
A graduate of BS Development Communication from the College of Development Communication, University of the Philippines Los Baños, Dr. Villena also holds an MA in Communication Research, and earned her PhD in Communication from the College of Mass Communication, University of the Philippines Diliman in 2015. At present, she acts as thesis external reviewer for the University of the Philippines Los Baños for its MS and PhD researches.
