The Beahrs ELP interdisciplinary summer certificate course in Sustainable Environmental Management aims to enhance sustainable development knowledge, policy analysis, management and leadership around the world. It provides mid-career professionals an opportunity to interact with University of California, Berkeley faculty and each other to improve their understanding of the complex social, economic and biophysical aspects of natural resource and environmental management.
Recognizing the success of this summer course in developing environmental leaders and guided by its mandate to strengthen institutional capacities in agricultural and rural development in Southeast Asia, SEARCA is annually providing a joint scholarship with the Beahrs ELP Program to enable a highly qualified Southeast Asian professional from an influential organization engaged in agriculture, rural development or natural resources management (NRM) to participate in the Beahrs ELP summer course. The training scholar will be developed to play strategic roles in his/her respective country toward instituting sustainable environmental policy and leading cross-sectoral initiatives that primarily focus on caring for the environment.

- Open to development practitioners, technical advisors and academics who are:
- Involved in sustainable agriculture, rural development or natural resource management (NRM); and
- Affiliated with the government, a non-government organization or a policy-oriented academic institution that is concerned with environmental management/sustainable agriculture.
Preference shall be given to applicants whose résumé demonstrates strong professional experience and leadership potential.
- Good English proficiency is required to allow full participation in course discussions. Preference shall be given to participants who provide a TOEFL certificate showing a score of 550 for paper-based, 213 for computer-based, and 80 for Internet-based test.
SEARCA and the Beahrs ELP Program will cover the following:
- roundtrip airfare and other travel related expenses;
- ELP Summer Course Registration Fee, which covers the costs of instruction, housing, most meals, field trips, materials, certificate, health insurance (if needed) and transportation from and back to local airport; and
- US$500 for meals and incidentals not covered by the registration fee.
Those interested may apply to SEARCA through its Knowledge Management Department - Training Unit beginning 25 November 2009. The application deadline is 13 January 2010. Applications must include the following:
- Accomplished scholarship application form and professional awards list;
- Curriculum vitae or résumé and references (at least three with full contact details); and
- Letter of reference from a senior member of the applicant’s institution that evaluates his/her professional work and highlights the potential benefits from his/her participation in the course.
