Preferably, they will represent the following sectors:
- National government: representative from the country’s national climate change program
- Local government unit (LGU): commune, district or provincial-level planner
- Academe/Research: researchers (i.e., sociologist, economist and climatologist) from research and development (R&D) institutions and/or state universities and colleges
- Local NGO
- Others: Project officers facilitating and supporting country initiatives in climate change adaptation

This learning event hopes to provide key local level individuals from the region with the necessary tools and know-how for them to effectively and efficiently plan and implement climate change adaptation (CCA) initiatives that address the projected impacts of climate change in the agricultural and NRM sectors of their respective areas.
Generally, the training aims to enhance the CCA capacity of key national and local government planners, researchers and research managers from the six ASEAN countries in addressing risks to the agriculture and NRM sectors. Specifically, it aims to:
1. Discuss some relevant concepts in climate change science and scenario building and how these input into CCA planning;
2. Discuss vulnerability assessment and mapping, its importance in informing CCA initiatives and the steps it involves;
3. Enumerate and describe the tools to use in engaging communities to participate in CCA initiatives; and
4. Explain the economics of climate change by discussing how to evaluate the impacts of climate change in the economy as well as how to conduct an economic analysis of adaptation.
