Dr. Arnulfo G. Garcia is the Manager of the Research and Development Department and concurrently the Project Leader of the Australian Centre for International Agricultural Research - Australian Agency for International Development - Southeast Asian Regional Center for Graduate Study and Research in Agriculture (ACIAR-AusAID-SEARCA) Landcare project. In 1983, he obtained his Doctorate Degree in Agronomy (Crop Physiology) from Iowa State University, USA. He acquired his Bachelor of Science in Agriculture and Master of Science in Agronomy from the University of Philippines at Los Banos in 1972 and 1977, respectively.

His field of specialization is on farming systems, crop simulation modeling, crop physiology and on natural resource management. Prior to joining SEARCA, he worked with the International Rice Research Institute (IRRI) as the IRRI Representative to Myanmar and as Farming Systems Agronomist from 1993-2000. Before 1993, he was an assistant professor at the Department of Agronomy of the University of the Philippines at Los Banos.

He experiences covered several technical consultancy works from local and international agencies since 1983. As consultant, he worked with agencies such as the Asian Development Bank, World Bank, Department of Agriculture, International Rice Research Institute and others. He has numerous research publications in various agricultural journals, technical bulletins and scientific papers on crop science and farming systems.

Immediately upon finishing his bachelor’s degree in 1972, he was absorbed by the Department of Agronomy, UPLB as a research assistant and later promoted to Research Associate. He was designated as Instructor in 1979 and promoted to Assistant Professor in 1983. He worked as a Post-Doctoral Scientist at the International Rice Research Institute (IRRI) from 1989 to 1991. He was also a Visiting Scientist to the Australian Commonwealth Scientific and Industrial Research Organization (CSIRO), Canberra, Australia in1985.

He was one of the pioneer scientists who were commissioned to assist in the creation and establishment of the Philippine Rice Research Institute (PhilRice) in 1985. He served as a part-time seconded staff to PhilRice from 1987-1993 and acted as Program Leader. Dr. Garcia had been actively involved in several locally and internationally funded research projects and had served either as Project Manager or Project Leader.

Dr. Garcia joined SEARCA in 2000 and served as Head of the Natural Resource Management Program and as Officer-in-Charge of the Research and Development Department.
