Dr. Editha C. Cedicol heads SEARCA’S Graduate Scholarship Department. She holds a Doctorate degree in Public Administration (Organizational Development) and a Masters degree also in Public Administration (Office Administration) from Centro Escolar University, Manila, Philippines in 1996 and 1989, respectively. She acquired her Bachelor of Arts major in English and minor in Economics and Political Science from the University of San Jose-Recoletos (USJ-R) in Cebu City, Philippines in 1977 where she graduated cum laude.
Dr. Cedicol has written and co-authored numerous national and regional publications on higher education and human resources development. Among these are the “Sustainable Agricultural System in Asia: Strengthening Human Resource Development Program in Universities;” “The Southeast Asian University Consortium: A Regional Commitment to Global Graduate Education in Agriculture and Natural Resources for 2000 and Beyond;” and "The SEAMEO SEARCA-University Consortium Distributed Learning Project: A Collective Effort of Sharing Education Across Nations.”
She has served the Center for 18 years and has been with the Graduate Scholarship Department (GSD) for 16 years. She started as GSD’s Administrative Assistant in 1988 and thereafter assumed leadership in the department. Aside from overseeing the implementation of the Center’s scholarship program, she also manages the externally-funded SEARCA scholarships provided by DAAD, IPGRI, CeTSAF, SEAMEO Educational Development Fund, University of Gottingen in Germany, and the Philippine Government. Furthermore, she has served as Visiting Staff at the University of British Columbia, Canada in 1993, Visiting Research Fellow and Visiting Professor in 2000 and 2004, respectively in Nagoya University, Japan.
Formerly, Dr. Cedicol worked as an Instructor at the College of Liberal Arts in USJ-R, and the College of Arts and Sciences of the Visayas State College of Agriculture (ViSCA), Baybay, Leyte, Philippines. She has worked in private companies and government agencies in various capacities such as the Private Secretary of the Deputy Minister of the then Philippine Ministry of Education, Culture and Sports, Private Secretary to the President of VISCA, Information Editor, and Copywriter.
