SEARCA is headed by a
Director who is assisted by two Deputy Directors, one a non-Filipino, but a
national of any of the other SEAMEO member countries, who takes charge of
SEARCA's programs, and the other a Filipino by citizenship, who takes

The SEARCA Governing Board (GB) is SEARCA's highest policy-making body. The GB is composed
of representatives from each SEAMEO member country who are nominated by their respectives Ministers/Secretaries of Education and appointed by the SEAMEO Council.
The GB is responsible for operational policies, strategic planning, annual evaluation, and review of
the SEARCA's programs and budget.

SEARCA also has an Advisory Committee, which is composed of prominent men and women
representing various sectors of the host country and from development-oriented institutions.
The Committee's function is to provide advice to SEARCA Management regarding strategic areas it may go into, strategic approaches it may employ to carry out its mandates, or resource-mobilization schemes it may pursue to augment its incomes. Advisory Committee Members >>
The Southeast Asian Ministers of Education Organization (SEAMEO) was established on 30 November 1965 as a chartered international organization whose purpose is to promote cooperation in education, science and culture in the Southeast Asian region.
SEARCA is SEAMEO's center of excellence in agriculture.
