Provides technical and administrative assistance in establishing, implementing, and maintaining human resource programs and systems to attract, to develop and to retain SEARCA's manpower talent bank of high-caliber staff.
Graduate of a 4-year degree course preferably in Human Resource Management, Behavioral Science, Industrial Relations, Management or their equivalents; Master's Degree is preferred
With 3-5 years relevant work experience, preferably in a similar post.
Must have demonstrated proficiency with applicable laws/regulations and management theories, including policy/procedure development
Skilled in performance coaching, career planning, counseling, budgeting planning and management
Strong organizational skills in the areas of operations, budget and project administration, monitoring and evaluation, coordination, problem-solving, and analytical skills
Proficient in computer software applications (word processing, power point presentation, spreadsheets, database, and search engines)
Excellent oral and written communication skills
Excellent interpersonal, and client orientation skills
Excellent negotiation skills
