Business Development Consultant
The ASEAN-Swiss Partnership on Social Forestry and Climate Change (ASFCC) supports the ASEAN Social Forestry Network (ASFN), now referred to as the ASEAN Working Group on Social Forestry (AWG-SF), in addressing three interrelated issues confronting the region---food insecurity, poverty and climate change. This program, funded by the Swiss Agency for Development and Cooperation (SDC), aims to integrate social forestry into the climate change adaptation and mitigation strategies of ASEAN and its member states (AMS). It promotes the inclusion of communities, women and vulnerable groups in social forestry and climate change adaptation and mitigation measures.
The AWG-SF Strategic Response Fund (ASRF) is designed to provide AMS Leaders and Focal Points with seed fund to respond to immediate needs or catalyze strategic action to address emerging issues, opportunities or other situations that may not have been anticipated but to which the AMS and AWG-SF's response is critical.
The ASRF under ASFCC Phase III (2017-2020) is re-designed based on recommendations of the ASFCC Phase II External Evaluation; lessons learned from the ASRF pilot phase; guidance from SDC and AMS priorities; and guidance from relevant ASEAN frameworks.
To ensure sustainability, a new and important component of the ASRF's next phase will be implemented. This activity is the development of ASRF Business Plan which will determine how the fund can grow, analyzing possible fund leverage schemes from traditional and non-traditional donors and AMS.
ASRF seeks to engage a Business Development Consultant who will develop an ASRF Business Plan. The consultant will work with the ASFCC Regional Advisor, ASRF Program Steering Committee, experts from ASFCC Partners, and the AWG-SF Secretariat. S/he will work closely with the ASRF-PMO under the oversight function of SEARCA-Research and Development Department (RDD).
Master's degree in a relevant discipline; experience in fundraising; familiarity with the AWG-SF network (partners); familiarity with traditional (e.g. Asian Development Bank, World Bank, SDC) and non-traditional (e.g. private sector foundation) donors; familiarity with existing facilities (e.g. Food and Agriculture Organization of the United Nation - Forest Law Enforcement, Governance and Trade); demonstrated analytical skills; work experience in interdisciplinary team; excellent written and oral communication skills; track record of timely output delivery; previous experience in similar engagement is an advantage.
Consultancy Terms of Reference
The consultant will work under the technical guidance of the ASRF Regional Program Coordinator and administrative oversight of SEARCA-RDD. The Consultant will communicate and interact with the ASRF Program Management Office in performing the following tasks:
Annotate and review relevant institutional models such as multi-donor trusts, endowments, drawdown funds among others, and their funding sources, including references recommended by the ASFCC Regional Advisor, ASRF Program Steering Committee (PSC), experts from ASFCC Partners, and the AWG-SF Secretariat. Assess which donors and contributors could be potentially interested in supporting such long-term funding mechanism, building on ASRF. The report should include donor/contributor's area of interest, processes, modalities and funding deadlines.
If necessary, consult with ASRF PSC members, ASFCC partners, and other key stakeholders on their inputs on the preparation of the proposed ASRF Business Plan.
Based on a synthesis of documents, literature reviewed and consultations, develop and present a first draft of the proposed ASRF Business Plan for review and discussion by the ASRF PSC, ASFCC partners, and other key stakeholders. The report should articulate the nature of the proposed institutional models, its architecture (including enabling resolution, gift acceptance policy, designated fund policy, and spending rules), funding and fundraising options, investment guidelines, governance, management and sustainability.
Consultation through a donor round forum with private and public sector entities in ASEAN member states and traditional and non-traditional financial and donor community to gauge their disposition to making pledges to the proposed ASRF Business Plan.
Incorporate two rounds of revisions, text modifications and edits to the draft document based on comments and inputs from ASRF PSC, ASFCC partners and other key stakeholders.
Develop and submit the final document to ASRF-PMO, including list of potential donors.
Prepare brief and PowerPoint presentation based on the content of the final report.
Present the final document to SEARCA, ASRF PSC, ASEAN Core Team, as necessary.
Duration of engagement
The consultant shall be engaged for 3 person-months over 6 months and 2 weeks.
For this engagement, the Consultant will receive a nominal amount of USD 5,000.00
