November 30. The Southeast Asian Ministers of Education Organization (SEAMEO) is established in November as a result of a meeting in Bangkok among the Ministers of Education of LAO PDR, Malysia, The Philippines, Singapore, Thailand, and what was then Repulblic of South Vietnam.

Also present are the Chairperson of UNESCO National Commission of the Philippines and the Special Advisor to the President of the United States

Based on discussion during the meeting, a Discussion Paper is prepared from which 10 project areas are selected and written up into draft proposals. The proposal for an institute of graduate study and research in agricultures is third on the list.

An Interim Secretariat under the interim directorship of Dr. Kaw Swasdi-Panich is set up at the Ministry of Education in Thailand. This Secretariat is responsible for further preparing project proposals for regional cooperative programs, based on ideas expressed by the Ministers of Education, and administrators and professionals in Southeast Asia.
